It's Beast Wars Grimlock with Beast Wars Grimlock's head. It's just the rigid art style that makes it look "Prime-like". ;)

“Critics who treat 'adult' as a term of approval, instead of as a merely descriptive term, cannot be adult themselves. To be concerned about being grown up, to admire the grown up because it is grown up, to blush at the suspicion of being childish; these things are the marks of childhood and adolescence. And in childhood and adolescence they are, in moderation, healthy symptoms. Young things ought to want to grow. But to carry on into middle life or even into early manhood this concern about being adult is a mark of really arrested development. When I was ten, I read fairy tales in secret and would have been ashamed if I had been found doing so. Now that I am fifty I read them openly. When I became a man I put away childish things, including the fear of childishness and the desire to be very grown up.” -- C.S. Lewis

For one, the helmet kibble has been removed. For another, it's also taken some aspects of the iconic G1 Grimlock head and applied them to the Beast Wars head (particularly the visor eyes and the side vents). But do note the chin protrusion that the toy does have. And they colored mouthplate darker.

Beast Wars Grimlock:

Toy bio:
In another era when wars were waged between Autobots and Decepticons, Grimlock was a stalwart defender of the heroic Autobot cause. Today, disguised as a vicious velociraptor, Grimlock continues to battle against interstellar tyranny as he fights the evil Predacons. After converting to robot mode, his spinning slasher sword - hidden within his tail - slices through the Predacon legions. And when the attack is over, you can usually find him flossing his fangs with the internal wiring of his battle-beaten enemies.
